HOUSE CONCURRENT RESOLUTION NO. 14

Requesting that the Joint Committee on Government and Finance authorize a study of the feasibility of requiring legislative rules to be filed electronically.

W HEREAS , An average of one hundred ten legislative rules have been filed annually with the Secretary of State's Office during the previous five years, requiring tens of thousands of paper copies to be generated; and
W HEREAS , Some states, including Colorado, Florida, Maryland, Ohio, Nebraska and Virginia, require rules to be filed electronically; and
W HEREAS , Electronic filing of legislative rules will help ensure accuracy in the filing of the correct versions of rules; and
W HEREAS , Electronic filing of legislative rules will enable Legislators to view rules online at every stage of the rule-making process; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study the feasibility of requiring legislative rules to be filed electronically; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the Regular Session of the Legislature, 2009, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the Legislative expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
